Canada and Germany work together to accelerate the transition to a safe, secure, reliable, affordable, and sustainable energy system in both Canada and Germany, and around the world.

We support high-level and multi-stakeholder dialogue on energy issues including through the exchange of best-practices and lessons-learned to support the energy transition.

About the Energy Partnership

The Canada-Germany Energy Partnership was established by Natural Resources Canada (NRCan) and the Federal Ministry for Economic Affairs and Climate Action (BMWK) in March 2021. The Steering Group, which is co-chaired by Interim Deputy Minister Mollie Johnson (NRCan) and State Secretary Udo Philipp (BMWK), sets the strategic direction of the Energy Partnership and establishes its thematic working groups. It met for the third time in June 2023 and endorsed an Action Plan focusing on bilateral cooperation on hydrogen, mineral security for energy transition and climate, energy security, and clean energy technology.

Third Annual Steering Group Meeting

The third annual meeting of the Energy Partnership’s Steering Group took place in Ottawa in June 2023. The Steering Group’s Co-Chairs, Interim Deputy Minister Mollie Johnson and State Secretary Udo Philipp, decided on a new Action Plan for the Energy Partnership for 2023/24. The Action Plan focuses on bilateral cooperation in the fields of hydrogen, energy security, mineral security for energy transition and climate, and clean energy technology.

Canada-Germany Energy Day in Berlin

On the sidelines of the Berlin Energy Transition Dialogue (BETD), the first Canada-Germany Energy Conference took place in Berlin, organized in close cooperation with the Canadian Embassy. In their introductory speeches and the subsequent Q&A session, Minister Wilkinson and Minister Habeck emphasised the importance of bilateral energy and resource cooperation, as well as the friendly and solution-oriented partnership between the two ministries. Participants were predominantly from the hydrogen sector, including from many production projects in Atlantic Canada and their indigenous project partners, German energy traders and future hydrogen consumers, as well as technology providers. The industry and stakeholder roundtable that followed the ministerial opening focused primarily on the implementation of the German-Canadian Hydrogen Alliance.

Establishment of the Canada-Germany Hydrogen Alliance

In the presence of Chancellor Scholz and Prime Minister Trudeau, Robert Habeck, Federal Minister for Economic Affairs and Climate Action, and Jonathan Wilkinson, Minister for Natural Resources, signed a MoU to establish the Canada-Germany Hydrogen Alliance. The goal of the alliance is to facilitate the development of a hydrogen export corridor from Canada to Germany, with first shipments to cross the Atlantic from 2025.

Steering Group of the Energy Partnership convenes for second annual meeting in Berlin

The second annual meeting of the Energy Partnership’s Steering Group took place on the margins of the G7 Energy and Climate Minister Meeting in Berlin. The meeting started with the Co-Chairs reflecting on the activities and successes within the first year of the Energy Partnership. In the second part of the meeting, the Action Plan 2022/23 was discussed and adopted, with cooperation focusing on hydrogen, critical minerals, energy security and just transition.

Second Meeting of the Canada-Germany Hydrogen Working Group

On February 16, 2022, the Canada-Germany Hydrogen Working Group convened for the second time, this time with a focus on the opportunities and challenges in building a transatlantic hydrogen trade corridor between Canada and Germany. The participants discussed a draft paper on Canadian-German hydrogen cooperation by adelphi and discussed potential key action items for how the Energy Partnership could support the ramp-up of transatlantic hydrogen trade.

Establishment of the Canada-Germany Energy Partnership

In March 2021, then Minister Seamus O’Regan (Natura Resources Canada) and then Minister Peter Altmaier (Federal Ministry for Economic Affairs and Energy) signed a Memorandum of Understanding to establish the Canada-Germany Energy Partnership. The countries agreed to cooperate in the energy sector, using synergies between existing bilateral and multilateral dialogues on energy and climate issues to accelerate the transition to a safe, secure, reliable, affordable, and sustainable energy system in both Canada and Germany through people-to-people exchanges on best practices and knowledge, encouraging trade and investment, as well as joint research, development, and demonstration.

Inaugural Meeting of the Canada-Germany Hydrogen Working Group

The Hydrogen Working Group's inaugural meeting took place virtually on December 1, 2021, structured by four themes: existing collaboration, building new collaboration, facilitating Canada/Germany trade opportunities, and keys to success for effective support of the cooperation through the Energy Partnership.

There are currently two Working Groups within the Canada-Germany Energy Partnership:

  • Bilateral Working Group on Hydrogen (Inaugural meeting in December 2021, second meeting in February 2022)
  • Bilateral Working Group on Minerals Security for Energy Transition and Climate (Inaugural meeting to take place in 2023)

The Energy Partnership's Support Structure

To help carrying out its activities, the Canada-Germany Energy Partnership is supported by the Berlin-based think tank adelphi, which leads and coordinates the implementation on behalf of the Federal Ministry for Economic Affairs and Climate Action (BMWK), and the Canadian German Chamber of Industry and Commerce, which runs the German Secretariat of the Energy Partnership with Canada. The support structure is funded by BMWK.

Canadian offshore wind delegation visits Germany

From June 26-29, 2023, a Canadian delegation consisting of 14 representatives from the offshore energy sector traveled through Germany for a study trip on offshore wind (stops in Berlin, Hamburg, Cuxhaven, Helgoland). The delegation learned about Germany's historical and current offshore wind developments, the expansion targets and accompanying policy measures, and met with BMWK, various companies and associations. At a networking reception in Hamburg, the Canadian participants were able to make contacts in the German offshore wind industry. Participants rated the trip as very helpful for the planned development of an offshore wind industry in Atlantic Canada.

Workshop on hydrogen standards and certification

At the end of June 2023, a virtual workshop was hosted by the Canada-Germany Energy Partnership on the topic of hydrogen standards and certification. Together with Natural Resources Canada, BMWK, the GIZ's PtX Hub, TÜV Süd, and a large number of Canadian hydrogen project developers, the EU's recently adopted delegated acts on renewable hydrogen and the latest developments in hydrogen certification were discussed.

Canada-Germany Atlantic Energy Roundtable

The Energy Partnership hosted the first virtual meeting of the Canada-Germany Atlantic Energy Roundtable. Representatives from the Federal Ministry for Economic Affairs and Climate Action and Natural Resources Canda gave introductory remarks, followed by the governments of the four Atlantic provinces (New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island)  and Indigenous communities reporting on progress regarding hydrogen and wind energy developments since the Chancellor and Vice-Chancellor's Canada visit in August 2022.

Workshop: Ports and Transatlantic Hydrogen Trade

Canadian and German participants from the port industry, as well as from ministries and associations exchanged views on developments and infrastructure requirements necessary for the establishment of a transatlantic hydogen trade corridor between the two countries. In addition to two keynotes on the role of ports in global hydrogen developments and on ammonia as a hydrogen carrier, the partnerships between the ports of Hamburg and Halifax, as well as Belledune and Wilhelmshaven, served as input for this expert dialogue. One of the points highlighted was the importance of continuous exchange between governments and economic actors, especially in the area of investment promotion.

Canada Germany Atlantic Renewable Hydrogen Expo in Newfoundland and Labrador

On the last day of the Chancellor's and Vice-Chancellor's visit to Canada, the Energy Partnership, along with the Atlantic Hydrogen Alliance, hosted a Renewable Hydrogen Expo in Stephenville, Newfoundland and Labrador. Developers of various green hydrogen export projects across Atlantic Canada had the opportunity to present their project plans to the German delegation and the Canadian political leaders at federal and provincial level.
